Feds: Va Tech violated law during 2007 shootings

The U.S. Department of Education decided that administrators at Virginia Tech waited too long to notify students of the shootings on campus.

Named the deadliest mass shooting, officials have concluded that administrators violated law when they did not notify students in what the Dept. of Education deems "in time."

I realize that there need to be mandatory procedures in place, but to say that the school violated the law isn't really fair to the university.  Obviously, its intention was never to keep students in danger.
