Finland's fall from top education spot 'worrying': minister

Finland has fallen from the top country for education.  It now places behind Shanghai and South Korea in literacy tests.

Minister Henna Virkkunen describes the decrease as "worrying," but educational researchers have said that overall, Finland places very high in education.
